New Order for Foreign Tourists in Bali

Bali, the enchanting island of the gods, has long been a dream destination for tourists from around the world. However, with its popularity comes new challenges in preserving culture, safety, and order amidst the continuous flow of tourists. That's why Governor of Bali I Wayan Koster recently issued Circular Letter Number 4 of 2023, which regulates a New Order for Foreign Tourists While in Bali. This circular came into effect on 31 May 2023 and aims to maintain order, safety, security, and comfort for all parties in Bali, while also upholding the positive image of the island as a top global tourist destination.

Respectful Visit to Bali's Temple


Etiquette at Sacred Places:

  • Prohibited from entering sacred places unless for prayer.
  • Must not defile sacred places or religious symbols.
  • Comply with dress code and respect Balinese customs.

Reason: To preserve the sanctity of sacred places and religious symbols while respecting the rich cultural values of Bali. Example: A foreign tourist who adheres to these rules will show respect for the beliefs and local culture of Bali by not engaging in actions that disturb the peace and cleanliness of sacred places. Behavior at Tourist Sites and in Public:

  • Wear appropriate attire in public places.
  • Must be accompanied by a licensed tour guide.
  • Stay in legal accommodations and avoid littering.

Reason: To create a comfortable, safe, and friendly tourist environment while also preserving Bali's environment. Example: A tourist who follows these rules will help maintain cleanliness at tourist sites, support the local economy by using licensed tour guides, and show respect for local customs by dressing appropriately. Business and Financial Obligations: Not allowed to work without official documents. Engage only in legal businesses and use official currency exchange services. Reason: To prevent illegal activities that harm the Balinese community, maintain economic stability, and ensure the financial security of tourists. Example: A tourist who participates in legal business activities and exchanges currency at official places helps avoid illegal practices such as trading prohibited goods and strengthens the credibility of the financial system. Traffic Rules:

  • Prohibited from driving under the influence of alcohol or drugs.
  • Use roadworthy vehicles from licensed rental services.

Reason: To reduce the risk of accidents and ensure safety for all road users in Bali. Example: A tourist who refrains from driving under the influence will help ensure their own safety, as well as that of passengers and other road users, demonstrating responsible driving behavior. Attitude and Communication:

  • Avoid using offensive language and behave respectfully.
  • Do not spread hate speech or fake information, whether directly or on social media.

Reason: To create a harmonious social environment, avoid conflicts, and respect social norms and positive values in communication. Example: A tourist who maintains polite behavior and avoids offensive language will help create a pleasant atmosphere for everyone around them, fostering positive interactions between tourists, local communities, and other stakeholders.
