Follow these steps to modify your Blogger blog's display for a suitable appearance on visitors' mobile screens: 

Visit the Blogger.com website, your usual platform for managing your blog.

Choose the "Themes" menu.

Previously, to bring up the menu options, you clicked on the three parallel line symbol.  Then the menus will appear.  Then select the Theme menu

3. Click the downward pointing triangle symbol

A new menu option will appear, then just select Cellular Settings.

4.  A new menu will appear again. Make sure the Cellular option is marked as active

The next menu will appear then you scroll to the bottom and select Custom.

 5. Save Your Theme Settings

 The final step is simply to click the save button.
